Overview

The Government Contracts Implementation Manager is responsible for all aspects of contract development and management for 15-30 government funding streams.

Reports to: Assistant Director, GOVERNMENT CONTRACTS  

Location: 305 Seventh Avenue, New York, New York 10001  

Hours: 35 Hours/Week; Exempt  

Salary: $70,000-$76,000/year

Major Duties

  • Partner with program and support staff to ensure compliance with government contracts.
  • Serve as the primary point of contact for government funders for portfolio of contracts.
  • Prepare, coordinate and submit documents for contract applications including workscopes, budgets, performance measurements, and supporting documentation – in coordination with program administrators and other support departments.
  • Prepare reports required by government agencies in coordination with program staff and support departments.
  • Monitor compliance with key deliverables, in coordination with PEP, and coordinate with government agencies as necessary.
  • Coordinate and respond to all audit related activities by government agencies including Performance Evaluation rebuttals, site visits, and corrective action plans.
  • Manage the preparation of relevant applications for programmatic licensure including but not limited to SACC, Summer Camp, Adoption, and Residential Operating Certificates.
  • Prepare rate applications in coordination with the Finance Department.
  • Facilitate the negotiation of changes to originally proposed scopes of services, program deliverables and program locations for assigned portfolio areas.
  • Prepare contract related correspondence and reports requested by government agencies or in response to policy regulations or changes.
  • Work with the Finance Department to ensure accurate and timely billing and invoicing; assist on budget modifications; and prepare program related information for the agency audit.
  • Manage related information on agency databases, electronic, and hard copy files.
  • Maintain contract summaries for program staff and respond to inquiries on contract related issues.
  • Maintain current procurement documents, reporting and budget templates and other pertinent forms.
  • Assist Grant Managers in the preparation of competitive renewals and new applications as needed/upon request. This will include but not be limited to the following: (1) collect, analyze and catalog demographic and other statistical data; (2) research new funding streams; (3) draft proposal documents; and (4) assemble submissions.
  • Attend regular meeting and relevant conferences, training and workshops.
  • Perform other duties or special project work as assigned.

Qualifications

  • Bachelor’s degree required; Master’s Degree preferred
  • Two years of relevant experience required.
  • Proven ability to communicate effectively with staff at all levels.
  • Capability to transition easily between working independently with a high degree of self-initiative and contributing as part of a team.
  • Must be self-motivated, detail and deadline oriented with a demonstrated competence in verbal, written, organizational and prioritization skills.
  • Strong interpersonal skills; capable of working comfortably with a variety of individuals at all levels inside and outside the organization
